Crazies would be released for a bit and cycled back and forth through the system. I worked in a moderate sized city at the time and witnessed this. But these were genuinely crazy people with no means of support. They belonged in nut houses.
Fast forward 40 years and there really are no longer nut houses but there are still crazies, lots of crazies. And this illegal regime wants to restart the commitment cycle. Initially, I’m for it, then I read their definition of crazy is ones against the regime.
