The notice about the project appeared on the official U.S. government website for contract opportunities, SAM.gov. Its description states: “The minimum needs of this contract are that the contractor provide all personnel, equipment, facilities, supervision, and other items necessary to conduct studies that demonstrate modeling of nuclear warfare on a global scale that would lead to destruction of the agriculture systems such as farms.”

The project will fall under the umbrella of the U.S. Army Corps of Engineers’ Engineer Research and Development Center, who are looking to model how food production systems could be affected by a nuclear disaster. Although it could yield potentially valuable information, one has to wonder why they suddenly feel the need to carry out such a project.

The prolonged military conflict between Ukraine and Russia is almost certainly behind this concern, and it’s worth noting that Secretary of State Antony Blinken has insinuated that the White House may be poised to lift restrictions on Ukraine using the long-range weapons it has received from Western nations inside of Russia.

In other words, it seems likely that the DoD is preparing for the potential fallout of what could be a dramatic change to the way the conflict is currently playing out there. There are also concerns that the pursuit of these types of projects could indicate changing military priorities are on the horizon.

The Colorado data modeling firm Terra Analytics has been awarded the contract, which will also entail optimizing a software suite simulating the fallout of nuclear warfare on infrastructure related to agriculture. Aerial mapping and other approaches will be used to explore how food supplies and farms in former Eastern bloc countries could be affected.

Another component of this study is the development of a better model simulating the effect that radioactive materials would have on agriculture in an unspecified “non-destructive nuclear event.”

The fact that the contractor working on the project must be able to adapt the software to meet the specifications of classified Department of Defense computing systems would appear to indicate that the project may be linked to national security concerns.

Putin has hinted at a nuclear response if West allows Ukraine to use long-range weapons inside Russia

Last week, Russian President Vladimir Putin said that if the West does change its stance to allow Ukraine to use weapons it has supplied them inside of Russia, it will be directly fighting Russia and the nature of the conflict would change considerably. He promised to launch an “appropriate” response but did not provide details. However, he said earlier this summer that one option was arming enemies of the West with Russian weapons so they could strike Western targets abroad.

Some analysts, like University of Innsbruck security specialist Gerhard Mangott, believe that Russia might send a nuclear signal.

“The Russians could conduct a nuclear test. They have made all the preparations needed. They could explode a tactical nuclear weapon somewhere in the east of the country just to demonstrate that (they) mean it when they say we will eventually resort to nuclear weapons,” he stated.

Meanwhile, Russian’s ambassador to the UN, Vassily Nebenzia warned that NATO will “be a direct party to hostilities against a nuclear power” should it permit Ukraine to use its long-range weapons against Russia.

He cautioned: “You shouldn’t forget about this and think about the consequences.”

The potential implications for personal freedom, civil rights, and the pillars of democracy are considerable. There’s this looming worry about the government, potentially with too loose a leash, exploiting these tools to spy on lawful activities and on people living their everyday lives with no criminal intentions.

The breadth and depth of data that can be scooped up – often slipping under individuals’ radars and without their green light – are considered intrusive, lighting up alarm bells about losing the privilege of anonymity on the web. The knowledge that one’s online whispers and digital footprints might be under the watchful eye can put a damper on free speech. It can make people think twice before voicing opinions that swim against the current or stir the pot.

Such a move would push conventional ammunition production to levels not seen since the Korean War, as the Pentagon hopes to invest billions of dollars more to make up for supply shortfalls caused by America’s massive military aid shipments to Kyiv.

Under the Defense Department’s proposal, the United States would raise production levels for 155mm artillery shells to 90,000 rounds every month.

This is a massive departure from last month’s announcement by Secretary of the Army Christine Wormuth, who said that the goal was to manufacture “20,000 rounds a month” by the end of spring of 2023 and 40,000 rounds a month by 2025.

The Defense Department will spend roughly $1 billion a year over the next 15 years to fund new facilities to make artillery ammunition and to modernize current government-owned ordnance production facilities to increase automation, improve worker safety and make munitions much quicker. This is on top of the $1.9 billion Congress allocated to the Army for its current defense production efforts.

“We are really working closely with industry to both increase their capacity and also the speed at which they’re able to produce,” said Wormuth. She added that this effort includes identifying “particular components that are sort of choke points” and “sourcing those to try to be able to move things more quickly.”

US arms commitments to Ukraine to continue despite supply shortfalls

Before the beginning of Russia’s special military operation in Ukraine, the Army was producing 14,400 unguided artillery shells a month. This amount was regarded as sufficient for the military’s way of war, which has for the past few decades been focused almost exclusively on dealing with low-tech enemy combatants in militias or insurgencies.

The desire to massively increase artillery ammunition production comes after U.S. officials expressed concerns regarding how America’s military aid shipments to Ukraine may have depleted the country’s stockpile of artillery ammunition. Some defense officials pointed out how the country’s supply of 155-millimeter rounds was “uncomfortably low” and “not at the level we would like to go into combat.”

Despite the massive shortfalls in crucial military stockpiles, the U.S. is still committing more and more resources to Ukraine. As of Jan. 18, America had already sent or committed at least 160 M777 Howitzer artillery pieces and just under 1.1 million 155mm artillery rounds. Despite this already massive deployment, it still may not be enough – and Kyiv is burning through the 155mm rounds fast.

The 155mm unguided artillery shells for howitzers have become the cornerstone of the nearly year-long conflict, with both Ukrainian and Russian troops firing thousands of rounds at each other every day along a front that stretches over 700 miles long. U.S. officials estimate that these weapons are likely responsible for the greatest percentage of war casualties, which are now thought to be more than 200,000 total.

Last month, Ukraine used 14,000 rounds of 155mm ammunition every 48 hours on average – roughly the same number produced by the U.S. per month before the conflict.

The Army’s recent decision to expand its artillery ammunition product is, according to New York Times writers John Ismay and Eric Lipton, “the clearest sign yet that the United States plans to back Ukraine no matter how long the war continues.”

More Than $3 Billion in Additional Security Assistance for Ukraine

Today, the Department of Defense (DoD) announces the Biden Administration’s commitment of $3.075 billion in additional security assistance for Ukraine. This includes the authorization of a Presidential Drawdown of security assistance valued at up to $2.85 billion to meet Ukraine’s critical security and defense needs, as well as the Department of State’s announcement of $225 million in Foreign Military Financing to contribute to the long-term capacity and modernization of Ukraine’s military.

The Presidential Drawdown is the twenty-ninth such drawdown of equipment from DoD inventories for Ukraine that the Biden Administration has authorized since August 2021. Capabilities in this package include:

  • 50 Bradley infantry fighting vehicles with 500 TOW anti-tank missiles and 250,000 rounds of 25mm ammunition;
  • 100 M113 Armored Personnel Carriers;
  • 55 Mine Resistant Ambush Protected Vehicles (MRAPs);
  • 138 High Mobility Multipurpose Wheeled Vehicles (HMMWVs);
  • 18 155mm self-propelled Howitzers and 18 ammunition support vehicles;
  • 70,000 155mm artillery rounds;
  • 500 precision-guided 155mm artillery rounds;
  • 1,200 155mm rounds of Remote Anti-Armor Mine (RAAM) Systems;
  • 36 105mm towed Howitzers and 95,000 105mm artillery rounds;
  • 10,000 120mm mortar rounds;
  • Additional ammunition for High Mobility Artillery Rocket Systems (HIMARS);
  • RIM-7 missiles for air defense;
  • 4,000 Zuni aircraft rockets;
  • Approximately 2,000 anti-armor rockets;
  • Sniper rifles, machine guns, and ammunition for grenade launchers and small arms;
  • Claymore anti-personnel munitions;
  • Night vision devices and optics;
  • Spare parts and other field equipment.

The Bradley infantry fighting vehicles and other armored vehicles and artillery systems will complement the recent commitment of combat vehicles to Ukraine by Germany and France. DoD also welcomes Germany’s commitment to join the United States in supporting Ukraine’s urgent requirement for air defense capabilities by also supplying one Patriot air defense battery to Ukraine.

The Biden Administration will continue to encourage Allies and partners to make additional donations of air defense systems, artillery, combat vehicles, and other critical capabilities to support Ukraine in defense of its sovereignty and territorial integrity for as long as it takes. Toward that end, the Department of State also announced today $682 million in additional Foreign Military Financing to incentivize and backfill donations of military equipment to Ukraine by Allies and partners.

In total, the United States has committed more than $24.9 billion in security assistance to Ukraine since the beginning of the Biden Administration. Since 2014, the United States has committed more than $27 billion in security assistance to Ukraine and more than $24.2 billion since the beginning of Russia’s unprovoked and brutal invasion on February 24.
