Matt Gaetz (R-Fla.) on Monday filed a motion to vacate Rep. Kevin McCarthy (R-Calif.) as House Speaker, setting up a likely showdown vote in the lower chamber in the days ahead.

Mr. Gaetz is a member of the hardline conservative GOP faction that has, for months, warned Mr. McCarthy it would introduce a motion to vacate, a procedural tool, to attempt to oust Mr. McCarthy from his office if their concerns about specific items of government overspending were not acknowledged. Those threats escalated over the weekend after Mr. McCarthy relied on Democrats to provide the necessary votes to fund the government.

Announcing his motion, Mr. Gaetz said on the House floor that he was “declaring the office of Speaker of the House of Representatives to be vacant, and resolved that the office of Speaker of the House of Representatives is hereby declared to be vacant.”

The House speaker responded to Mr. Gaetz’s motion online, writing on X, “Bring it on.”

Mr. McCarthy agreed to a change in House rules to allow just one member to move such a motion when he made a deal with the conservative faction to secure his election as the 55th House Speaker on Jan. 7.

A motion to vacate is a rare and strong procedural tool that has only been used twice in the past century against Republican speakers.

On Sunday, the day after Congressional lawmakers averted a government shutdown, Mr. Gaetz pointed to the 45-day continuing resolution (CR) to fund the government as the reason for his move to vacate Mr. McCarthy’s office.

Mr. Gaetz said on Sunday that since then, Mr. McCarthy “has been in brazen repeated material breach of that agreement.”

“This agreement he made with Democrats to really blow past a lot of the spending guardrails we had set up is a last straw,” Mr. Gaetz said on Sunday.

The Florida representative also claimed that he had learned overnight that Mr. McCarthy “had a secret deal with Democrats on Ukraine.”

Hours before filing his resolution to vacate the speaker’s office, Mr. Gaetz demanded that Mr. McCarthy disclose the details of the supposed deal the speaker is accused of making with the White House to bring forward legislation to help fund the war in Ukraine during funding negotiations.

“It is becoming increasingly clear who the speaker of the House already works for and it’s not the Republican Conference,” Mr. Gaetz said earlier.

Mr. McCarthy denied any such deal, telling reporters at the Capitol earlier in the day that there was “no side deal” on Ukraine and that he was “focused on doing the work that has to be done.” He added that he had not spoken with President Joe Biden.

On Monday, White House press secretary Karine Jean-Pierre declined to explain President Biden’s remarks made over the weekend, which appeared to suggest that Democrats had reached a new deal with Mr. McCarthy on Ukraine.

When a reporter asked the president if he could trust Mr. McCarthy in future deal-making, President Biden responded: “We just made one about Ukraine. So, we’ll find out.”

Ms. Jean-Pierre declined to delve into the specifics of what the president meant and refrained from commenting on Mr. Gaetz’s remarks.

“I’ll leave Matt Gaetz to speak for himself,” she told reporters at a White House press briefing.

“When it relates to what the President said, I’m certainly not going to go beyond what he said,” Ms. Jean-Pierre added. “What we know is that there’s bipartisan support for this deal. Again, Speaker McCarthy was on the air multiple times yesterday saying that he wants to—he certainly wants to continue support for Ukraine to get the weapons that they need.”

The Gateway Pundit reported that Representative Matt Gaetz (R-FL) slammed House Speaker Kevin McCarthy this morning for his “eight months of inaction” on Joe Biden and the Biden Crime Family. Gaetz further called on McCarthy to sign a subpoena for Hunter Biden’s records and testimony that he took the initiative to draft.

This comes exactly one week after Gaetz threatened to remove Speaker McCarthy for being out of compliance with the agreement that allowed him to assume his role, not holding the Bidens accountable, and advancing Biden’s inflationary spending, among other things.

Under new House rules, it only takes one member of Congress from either party to bring a ‘Motion to Vacate,’ which forces a vote on removing the Speaker of the House.

It has been widely believed Gaetz and over a dozen other Republican members of Congress have already decided to challenge McCarthy’s position. It’s not a question of if but when, and the timing seems to circle around the budget battle currently taking place ahead of the October 1 government shutdown.

It is unlikely the House will vote to remove McCarthy unless Democrats make a strategic play for the sake of turmoil. It would take every Democrat plus Team Gaetz to get the majority and force the speaker out. Democrats seem very pleased with what McCarthy has done — and more importantly what he has not done — during his eight months as Speaker.

Hakeem Jeffries denies it. But everyone in Washington DC knows that McCarthy and Jeffries cut a secret deal to secure enough Democrat support to pass the debt ceiling deal Wednesday night.

In fact, it would behoove McCarthy to come clean about the secret concessions. Otherwise, he’d be admitting that his first major act as Speaker of the House was to pass a LEFTIST debt ceiling deal as more Democrats in the House voted in favor of it than Republicans.

Axios reported on four Democrats who claim there was a deal made between the two leaders of their parties in the House to secure the votes:

Spokespeople for House Speaker Kevin McCarthy (R-Calif.) and Minority Leader Hakeem Jeffries (D-N.Y.) disputed four Democratic sources who told Axios the two leaders had cut a deal for Democrats to help advance the debt ceiling bill to a final vote.

Why it matters: The 52 Democratic votes on a measure to bring the debt ceiling bill to the floor were necessary for the bill’s survival after 29 Republicans had voted against moving it forward Wednesday afternoon. The bill eventually was approved on a 314-117 vote.

What we’re hearing: Four Democratic lawmakers said they had been told of a deal, with two saying they believed it involved boosting federal funding for projects in Democrats’ districts — known as earmarks or “community project funding” — if Democrats voted to advance the bill.

What they’re saying: McCarthy had told reporters after the initial afternoon vote that he had not cut a deal to ensure the Democratic votes. A spokesperson later told Axios that there was “absolutely no deal” — and that suggestions to the contrary by Democratic lawmakers were “not accurate.”

The context: The GOP resistance in the procedural “rules” vote was an unusual breach of norms — typically the majority party alone is considered responsible for putting a bill on the floor on those votes.

This is clearly grounds to remove McCarthy as Speaker of the House. As noted in an article about the passage of the bill itself, Republicans got essentially nothing of value from the deal while the White House got to avoid their dreaded default. For McCarthy to need more Democrats than Republicans to vote to pass his deal is an unambiguous indicator that he either got rolled, is not really a Republican, or both.

It’s time for someone to file a motion to vacate.

Congressman Matt Gaetz said if a majority of Republicans voted against the deal, then he’d file the motion. But just because a majority of Republicans voted in favor of the bill doesn’t mean McCarthy should get to keep his job.
