A US citizen does NOT have to ask permission to leave. A US citizen, needs a traveling document (visa) to to ENTER another country that requires a visa to enter. If they do not have that document, the officials at the port of entry will put the happy behind right back on the plane, train, bus, or automobile that brought them, and send them back.
Since item one is false, the rest of his “Sovereign Citizen” (insane) statements cannot be taken at face value.
