Europe is suffering because they cut their own energy production. And the reasons they did can be traced all the way back to lack of faith (Rom. 1:17), and rejection of the Creator. The war in Ukraine has nothing to do with it. Yeah, there are bad guys in Ukraine and Russia, but Europe did this to itself.

It is often simply a matter of Him removing His hand and allowing mankind to suffer the consequences of it’s own actions. The ultimate judgement, eternity in Hell, is such a judgement. Jesus Christ came and died for us so that, should we submit to Him, accept Him as our Lord and Savior, and be born again, so that we may not suffer the eternal consequence of our own sin. I believe a Romans 1 type judgement, which there is now doubt in my mind the western world is in now considering it fits perfectly, is also such a judgement. The Bible says “for this reason” He “gave them over” to a reprobate mind. In other words, as I read that, it means that He withheld His hand, and allowed them to suffer the existent consequences of their rebellion and disobedience. He allowed their rebellious, sinful, wicked thinking, which begins with rejection of the Creator (Rom. 1:20), to continue to it’s reprobate ends. And though it is a matter of His wrath (Rom. 1:18), it is not necessarily a matter of imposition or intervention, but rather withholding His hand and allowing mankind to suffer the consequences and, as we might say nowadays, learn the hard way, allowing their foolishness to take it’s natural course (Rom 1:22).
