Since 1990, PLA have had a presence in America while in the present PLA soldiers train in Canada to the north, and have a presence in Mexico to the south, while we have no way of knowing how many cross the borders daily!

I know of the date of 1990 since I met several in the Scholars & Students Program, initiated under President George H.W. Bush (of the pro–CCP Bush family) and continued and expanded under Clinton. A certain percentage of the students and research scholars from China were active covert PLA —— and our government couldn’t have cared less about it then!?

Presently, the CCP owns or manages 44 seaports throughout the Americas as well as 11 Earth Satellite Ground Stations, and has at least one SUBMARINE BASE in Cuba as well as multiple SIGINT bases there.
